Yes, I am assuming. Just trying to think of a reason why when it comes to updates, the offline installers are delayed compared to Galaxy pretty much all the time. The queue could be an option too, but are we to assume that it is perpetually long? If queue was the cause, there would be times where offline installers would be up almost immediately when it is empty and times when they are up days later when they can't be assembled quick enough. I have another sad case of developer struggling with putting a new update (and DLC) to his game

Rotorist (Tunguska: The Visitation developer) has submitted a new DLC (which is already available on Steam since 3rd of November). And I've asked on official discord developer what's happening, and every time there was the same situation (asked on 3rd November and 17th of November) - GOG is still reviewing a new build. I don't know exactly, when it was submitted, but I know for sure that it was "reviewed" since 3rd November. Up to this moment it's still not available.

And there were 3 small patches since 17th November 2022, all of them are on Steam, but we're still waiting on GOG for the update. Basically Rotorist is still waiting for GOG's reply.

Not quoting this to bash GOG, but just wanted to share insight on the single case (with single game).
Well, some devs like the ones who created Stellaris, don't seem to have any problems to get their games updated. They release patches on a regular base, offline installers get updated as well.
They must do something wrong then.
