So installed Neo Turf Masters, start it up it speeds through the beginning credit for gog then goes to the main menu. You start the game and it flys past all the warnings the start menu, then continues speeding through the demo back to the start menu. Any ideas how to slow down this game? The fps on it is running at 999. Would be great for speed running but the game doesn't even see my keyboard inputs.

I would suggest you try to Force Vsync for this game by external means.
Here's how to do it:

Force Vsync
-----------------

Vendor agnostic solution
----------------------------------
1. Download and extract D3DOverrider
2. Open D3DOverrider.exe.
3. Create a custom profile for your game.
4. Make sure "Force triple buffering" and "Force VSync" are both enabled.

AMD only solution
------------------------
1. Download and install RadeonPro
2. Open the program and "Add new profile"
3. Select the corresponding game executable
4. Locate the "Tweaks" tab to the right and set "Vsync control" to Always on
5. In the same tab make sure "Triple Buffering" it's also ticked
6. Right click on the just created profile on the left and press "Apply now"

Notes

- If you have an on-screen FPS counter, you can hide it in the RadeonPro's general settings
- If you have a low-spec PC, you had better set "Vsync control" to Dynamic
- If you are bothered by input lag, changing "Flip Queue Size" to 1 under the advanced tab may help.

Nvidia only solution (Windows)
------------------------------------------
1. Download and extract NVIDIA Profile Inspector.
2. Open nvidiaProfileInspector.exe
3. Select desired profile or add custom profile
4. Set "Triple buffering" to On
5. Set "Vertical Sync" to Force on
6. Apply changes

Thanks so much for the info. I will try that out first thing in the morning and let ya know if that fixes it. I tried Baseball Stars 2 as well and it plays fine. Just Neo Turf Masters is running to fast.

Don't these SNK games run though some emulator? Like DOS games though DOSBox?
Isn't there way to lower cycles in there?

Maybe a Neo Geo emulator. I've heard Blazing Star ran better that way as well.

Kobi-K thanks for the help, I completely forgot bout being able application setting in the radeon settings on my graphics card. As soon as I set the Vsync and triple buffering and started the game, the game worked perfectly. Thanks so much everyone for the helpful input!

All Neo-Geo games on GOG run under various emulators, and they're all coded like hot garbage.

What exactly did the trick, depends on the graphics card (AMD/Nvidia).
