When you knock out an enemy, you get experience and reputation. Then you kill the unconscious enemy and again gain experience and reputation. Is this by design?

The game is already too easy, although I play at the maximum difficulty level. If even double experience is a bug, then I wanted it to be fixed, because it simplifies an already simple game. I am now level 11, I try to complete all available side missions, I play close combat. I kill everything that moves of any size and in any quantity in a minute. Maybe if I move further along the plot, the game will become more difficult, but now it is.
