It's funny that MGS1 continues to be sold & MGS2 is just not available anymore. I'd put the blame right on Konami refocusing their efforts on doing "Mater Collection", remake / remaster releases going forward & value staying on competitor's site over preserving their whole IP catalogue. It's wishful thinking but maybe making a concentrated effort of reaching out to the publisher's own contact sites would gain a bit more traction?

I think this is now complete as the Sons of Liberty content is part of MGS2: Substance which is now available on GOG (Substance = Sons of Liberty + additional content).
