I don't know if it helps, but either GOG fixed it, or it was a specific account issue. I preordered the deluxe edition, and I have the snowball dlc in my offline installers at version 1.0.2. I have all five dlc to date: Cred Pack, Gnome shit, Danse with Shadows, Snowball, and the 420 pack.
