I just bought and downloaded the GOG BG 2.
I would like to use the Gibberlings Three (G3) Level 1 NPCs mod for the npc component only, not the change of rules, and I would like to know if that is compatible with GOG BG 2.

The GOG version should be compatible with all mods. I never had any problems with it, at least. And I'm pretty sure I used the mod you mention at some point.

I suppose it's theoretically possible the GOG version wouldn't be compatible with mods for the EE version, but I don't think there actually are a lot of mods specifically for it.

It is absolutely compatible with GOG version of Baldur's Gate 2. I have used it.
Ok thanks a lot. I will go and use it.
Well, after installing and configuring the mod, I cannot start either a single player game or a multiplayer.
When I click on New Party, the screen load the skull and it hangs there, without finishing the cirle around the skull.
After I uninstall the mod, all goes well.
No error.

You must have configured it incorrectly, or have a compatibility clash with other mod/s. For example, if you install a mod that adds kits, L1NPCs must be installed after it.
I will try 1 option at a time to see why.
