How should you use turn undead in the game? I activate it, but it doesn't appear to have any effect. Do I need to be close to an undead when I activate it for it to work (and if so, how close), or can I leave it on whenever we're outside combat like detect traps, and expect it to work when we encounter undead? If I order my character to fight, the turning stops, so obviously you're not meant to do that. Do I just stand there next to an enemy undead with turning active for a round, and then the effect will kick in?

I'm aware of how turning works in the pnp 3.5 rules, so I know the basic concept behind it.

From what I can tell, Turning only takes effect at the start of your round, so activating the ability early will waste the rest of that round. Only thing I can think to suggest is have the game autopause for the end of each round, then activate Turning right at the start, but even that might not work. Other than that, you do need to be close to undead for it to work.
Can't recall the radius, but you do need to be reasonably close to them. It activates once per round, as Jonesy said. Try casting Sanctuary, walking right in among the undead, then hit the Turn Undead ability. Works pretty good. There's a Turn Undead Chart Here if you're in need of a little more info.

Is it generally an effective ability in 2e and Baldur's Gate? I've played some games where it's been absurdly powerful in, and others (*Glares at DDO) in which it's been nigh on useless.

Honestly can't say. I never used it on a regular basis, since I generally prefer to just kill things when I encounter them instead of having to chase them down. My latest run I used it a lot but my Cleric was pretty much overlevelled and exploded most undead we encountered. Which was fun, but I'm not sure that's a valid indicator of how it would work normally. But the Sanctuary and Turn Undead method was pretty awesome with my uber-Cleric.
