You need Windows Update KB2670838-x64 which can be found here:

Reboot after installing. It fixed my spouse computer after I tried everything else I realized this update was one of the only differences between our rigs.

I had previously needed this update to get Bioshock Remastered to launch (insultingly it now crashes at the exact same spot in the intro every time, right near the start of the game when you meet the first splicer in the bathyscaph after initially arriving...). I never did get it working and I worked on it far longer than 2077.

Oh, and I hate Bioshock, so there was that extra level of rude fu-ness about the whole thing.
