As the topic states.
I turned of the Save to the Cloud option for my games, but it still saves to the Cloud anyway.
To try to get around this, I deleted all the saved games (I backed them up first), disabled my Ethernet Adaptor, restarted Cyberpunk 2077.
I started a new game because all my saves were deleted, but as soon as I did a manual save, it saved as Manual Save 9, but I was hoping to save it as Manual Save 0.
What's going on? Why can't I stop the Cloud Saves, delete all my saved games, so when I do a nw manual save of my game, all the Manual Saves strt back at zero (Manual Save 0)?
I pretty sure used to be able to do this when Cyberpunk 2077 first came out.

***UPDATE***
After "buying" the REDMod DLC (for free), it now asks me to upgrade to the Cyberpumk 2077 Ultimate edition. I already purchased the Cyberpunk 2077: Phantom Liberty DLC in August 2023.
As far as I know, I pretty much have every there is to buy for Cyberpunk 2077, so what else could it want me to purchase?

Don't know what you are trying to achieve with REDmod, but I doubt it's anything that you need.

As for the game itself, try running it directly through the .exe. Make sure GoG Galaxy is closed.
"Cyberpunk2077.exe", located in:
[X]\Cyberpunk 2077\bin\x64

FINALLY! Someone else with the same issue

I too have the standard base game + dlc, both bought from GOG

And galaxy just refuses to let go of the sync. I have turned off all syncs, restarted galaxy, the game, removed all local saves, restarted everything, repeatedly, and still: SYNCING.

I even added extraneous files to the save folder, and look: it syncs it to the cloud. (see attached screenshots)

I don't want to throw around terms like "data protection" or "GDPR", but.. come on, respect the settings, gog.

Managed to get this sovled for me: Check the game config (as in, in galaxy -> manage installation) - I had all custom executables disabled, but there was ONE still lingering, just it existing caused the forced sync.
