I only have the game on a Win7 system, but seeing as no-one else has answered your query I'll offer some thoughts, which you may have already tried, but here goes:
1) Might not be relevant but if not already tried you could try to disable fullscreen optimizations in the Win10 settings.
2) Have you got Intel graphics? You may have already tried this with your d3d9.dll efforts, but look for "Intel HD Graphic Bypass Package" on the Nexus mods website (GOG won't let me post the link, but the mod index number is 17209).
3) Could be d3d9.dll is the solution but might not work if you don't already have the right DirectX9 files to run it. GOG won't let me paste the Microsoft link, but search for "DirectX End-User Runtime Web Installer" and only get it from Microsoft's own website. Even if you have a dedicated nVidia or ATI graphics you should prob try running this installer.
4) Try not using mods, then patchers/tweaks, then mod managers or even game managers - to see if any of those things are part of the problem. Re-install a vanilla version using the off-line installer files. And before doing so, make sure ALL the old game folders are deleted - there's actually two game folders, there's the main game folder of course, but also a secondary game folder in your Documents folder area, get rid of all of it before reinstalling. If you installed using XP compatibility mode, try installing using Win7 mode or no compatibility mode at all. If you previously installed from GOG's off-line installer files, re-download them afresh and try it again.
5) Try it with antivirus paused/disabled (or an AV setting to get it to ignore the game or game folders). Try installing and running the game as an Administrator.
