Couldn't find 11th hour forum. So let me ask, is the 11th hour soundtrack SUPPOSED TO BE the same as 7th Guest?

The forum for that is the whole 7th Guest series. Often games of series have to be searched like that.
Maybe this post in that forum will shed some light on it? It has a link to the album at Amazon. It looks like the official album has music (28 tracks) from both of the games 7th and 11th, so maybe that's what you've gotten?
I checked the game pages for The 7th Guest and for The 11th Hour but I didn't find a list of the tracks, so I couldn't compare with album listing at Amazon myself.
