I am thinking of buying Cyberpunk on pre-order but I don't know if it'll run well on my PC as there isn't system requirements in the store's game's page. If, after release, I test it and it doesn't run properly, can I get the refund?

yes, yes you can
Why pre-order though?

They do not even list any pre-order bonus, so there is absolutely not *any* reason to pre-order.
It depends on the game company, I'd pre-order from CD Projekt to support GOG. For me it'd make sense to support the site that has given me so much as far as PC gaming.

Heck, I've even bought a few games that are still In Developement because of how involved the Devs were in supporting their game and interacting with the GOG community with such dedication.

Stellar Tactics and Astrox Imperium to name a couple.
I thought Cyberpunk 2077 was delayed till autumn though.
In Develpment is something different in my opinion.
You get something for that: You can play the game before the full release.

I have bought various such games, and only rarely get burned.

I will very likely buy Cyberpunk here. Maybe even on releaseday. But i will not pre order, except for physical editions. I *might* buy a physical copy though (if there is one), and then a digital preorder would be useless for me.
Is it really too much to ask to

Perhaps not preorder?
