Based on the linked page, it looks like some Russians are trying to make some money off the average intelligence steam user. It just needs multiplayer, and it will sell on steam, especially if it's 4+ players.

Internet and computers are not a luxury anymore, like it was in 90s in Russia. :)
Same story is happening in self-publishing of books, afaik. As a result quality drops.
