I bet that it was a safeguard mechanism against card theft etc. Maybe contact support to see if they can make some exception.

A completely baseless guess:
The person who built the system no longer works there, and one else knows how it works (see GOG mixes). Also, the system doesn't provide a (simple enough) way to reset the counter for a specific user but instead have to be disabled entirely, which they -understandably- don't want to do.
