First game that came to my mind is Castle of Illusion on Megadrive/Genesis. Yes I'm that old.
Ballyhoo.

Yes I'm that old.... although at age 11 my English wouldn't have been good enough to actually play it. ;-)

LOL. Does Circus Maximus count? That was a pretty fun chariot racing game, but its going by an older definition of circus.

Fiendish Freddy's Big Top o'Fun is the only one that matters.

Oh hey, I just remembered Kiss Psycho Circus.
The first Monkey Island had a section in a circus near the start
- Sam & Max Hit The Road ("Carnival of Oddities" is close enough)
- Thimbleweed Park (Ransome the Clown)

1. Sanitarium has a circus part.
2. Haven´t played it yet, but Dropsy might have something circus themed.
