So heard if you own Witcher 3 you can claim some rewards on Cyberpunk 2077. So, can I get them rewards ? If I have Witcher on ps4 but I will have Cyberpunk on pc.

It doesn't matter on what platform you have Witcher 3 on and what platform you will play Cyberpunk 2077 on, just make sure you connect your game to account to GOG.
