I'm running windows 10 and have a pretty high spec pc.

the game seems to be skipping over the cutscenes and I don't know why.

Is there a simple fix for this?

The cinematic movie ones or the regular in-game ones?

Sometimes this can happen due to missing codecs to run the video. Do a google search and poke around on the Steam discussion forum. This is an old problem which only tends to impact a small group of players. You could also try checking that the installation path is as whitespace and strange character free as possible (in case the game has issues pathing to the required files).
