So, I was downloading Tropico 4. The main game downloaded at the normal speed but now it has hit the DLC content it has gone to a crawl. This hasn't ever happened before and nothing i do seems to fix it, like closing other DRM like Steam.
Any clue as to why? I don't really feel like waiting another 6 years to play.
There seems to be a number of people that are having issues with speed.

Why would it be an issue from Steam? Sounds like GOG or your internet provider is being bottle necked.
I actually contacted my ISP already, they said it isn't an issue on their end. And given my ISP is 100% "gamer friendly" i tend to believe them. The issue (maybe) with steam could be it was being a bandwidth hog.... as it is.
In anycase, i've as suggested messaged GoG (and i feel like an eejit not doing it unprompted)

I've seen a number of times downloading speed drop once game files are already downloaded and only extras remain in the
queue. As far as I remember the problem extisted in GOG Downloader, Galaxy and browser - so - I think it's sth on GOG side.
Someone somewhere on the internet (more likely your ISP) rebooted a router somewhere along your path and traffic got redirected. It's done for a number of reasons. Memory leakage and firmware updates are normally the biggest reasons.

It usually comes back after a few minutes.

Consider yourself lucky. Some ISPs like AT&T and some Comcast systems do this every five minutes if they detect you using a large amount of bandwidth.

Oh and just as a FYI, the response you got from your ISP was probably from a first line support person reading off of a script. I doubt any checking was done outside of maybe a status page for their entire network.
