It's complicated. I wrote batch files because I am lazy, but they work exceptionally well for me. If you've installed Python and the necessary modules, it will work great for you. Assuming you can use python and are comfortable with command line interfaces.

I use uGet, it's free and open source. It's available for the most common OS's, I'm currently using for Linux and Android, works really well.
Technically most downloads can resume for a limited period of time, for example you can't resume it say the next day, to do that you'll need to use the GOG Downloader or Galaxy. :-)
