No, but you can pray to Kali and hope the mod has a github version, or you can sigh and sign up for the chucklefish forums.

No, but there is a section of the forum dedicated specifically to mods.
There was a way to download zip files of the mods from Steam, I'd say google that first.

You can use Nexus Mods, I think the Nexus Mod Manager might also work with Starbound. Not 100% sure.

Doesn't work if the devs have disabled it... which Starbound devs have.

Your statement implies that no steam workshop mods work with gog games. This is not true. At the very least, Shadowrun series games and Age of Wonders 3 support downloading the mods from the steam workshop page, with the appropriate tools. That is not so with Starbound (or at least, I was not able to). This is a developer decision, so perhaps enough complaining on the vendor forum will fix this issue. I wouldn't hold my breath, though.
