DLCs can only be added to your account if you own the base game on GOG. If you search for "free games" on GOG.com you will get a lot of these free DLCs.

Also the permanently free games and DLCs must be purchased by adding them to your shopping trolley and paying the 0.00.

1. open the store page with the game in question
2. push the big green button "add to card" (see the screenshot attached)
3. proceed with the purchasing the game for 0 credits
4. ...
5. profit

I'm trying to get GWENT: The Witcher Card Game, and all I see is the button to Play for free rather than Add to cart. I do get that for the DLC though.

Isn’t that because gwent is a free, online only game? You don’t buy it, though you can buy loot boxes, oops, sorry, loot kegs.

Gwent also must be played in Galaxy.
