I started playing The Witcher 3 and I'd like to have my save from The Witcher to import my story telling, but I don't want to need to download the second game againagain.

You should do the saves yourself then. I have loads of different saves for loads of games, all different progresssions, difficulty levels, mods, all nicely backed up offline and an easy copy paste in and out as I please all under my drm free control.
Or you could use galaxy and have none of that…

1. In GOG Galaxy, click Owned Games in the sidebar.
2. Find the game and click on it to enter the detailed view.
3. At the top, click Extras.
4. In the Cloud Saves Backup section at the bottom, click your cloud saves backup to download it.
5. Extract the save files under <Your Documents folder>\Witcher 2\gamesaves
