Actually, itch.io has reverse sales, which are as you describe, but for individual games. (This feature was introduced as an April Fools joke, but is apparently a permanent feature of the site.)

Well, maybe you should get it the next time it goes on sale! Or, if you can afford to put down $0 (or your local equivalent) on a game, why not buy the game at full price and not worry about waiting for the sale!
