There was a silent update to exchange rates.
According to the last update a $9.99 game should cost 8.79 euros. But if you check a (non-regional priced) $9.99 game like Planescape: Torment it costs 9.09 euros.

You're right.
This adjustment was anticipated, but I'd like to point out that it has been applied already.
PainOfSalvation: I noticed that when i posted on reddit Balrum deal, initial price was 7.99 euros, 20 minutes later they changed to 8.19 euros. It seem that Balrum was the game we all noticed this update.

I see both stores' price as €12.99, so either a weird location identifier, or maybe a wrong currency for one of those. MaGog should have the proper price for Romania, let me check.
