I purchased A Hat in Time because my friend said it was on sale here and that this DRM-free app is great (Which it is), but upon purchasing the title, in my monthly bill where i can see what i purchased, how much it was, and any additional charges, I've seen that GOG charges for out-of-state services. I life in Denver in the U.S and it said I was charged an out-of-state fee of 10 cents. was it wrong as it was just a tax charge or do I really have to pay for an out-of-state fee?

[EDIT] I found my solution and it turns out that normal visa cards take a fee of 16 cents for buisnesses not located in the u.s. So, for now, i can't use GOG untill i get another card.

That's going to be assessed by your bank, not GOG.
Where exactly are you seeing this fee? I just checked my profile under privacy & settings and looked at several past orders and clicked View Receipt. Nowhere was there any sort of fee.

It would be on your bank statement; as a small transaction fee. Some banks do it, others don't.
It's charged by your bank - nothing to do with GOG
If you were in Europe/UK you might see a VAT tax added... but that's their thing, not in the US.

I'm not sure what the 10 cents would have gone to, or why you were charged, but unless it's listed in your sale i doubt it was GoG doing it.

As others have said, this is something charged by your bank, not GOG. You might want to call your bank and find out how that fee was assessed, is it going to be a flat 10 cents every time you make a purchase on GOG or is is some percentage of what you spend. It'll be worth knowing if you plan to stick around and pick up more games here.

It's taken by the bank, in Estonia some banks do it, some don't, especially when buying using the so-called credit card field in websites. Pic related, when using the first option I would pay 50 cents on the deal, but when using the banks own paying systems - any of the 5 under the first option I would not pay it.

Usually 2 options
1)Flat rate
2)Percentage of the payment.

Thank you for the explanation! I might get another game and wait for the bill to come in again, then see if that tax is there still. I'll try and get something below $5 and then above $10 to see if there's a correlation there. Thank you again! :3
Here is a tip: If it is a flat fee, you can use the GOG wallet to mitigate its hit on your purse. Filling up the wallet once pay once, buying a bunch of games one by one, pay each time, maybe.
If you have paypal you can use your cc through paypal. It might save you the fee, but that's something you'll have to research for yourself.
