No. The offline aspect is that they don't need an internet connection to work. Once downloaded they can be archived and used to install the game whenever and wherever you want without ever having to activate it online, using a client or having to download additional files.

All GOG games (excluding Gwent) can be played offline, though, regardless of their mode of install (Galaxy, offline installers).

All the GOG games can be played offline. Even those installed through Galaxy.
If you installed a game through the Galaxy and want to play it without using the client, you can go directly to the folder where you installed the game. There you can click on the executable file and the game will work without any sort of online connection.
i only download the offline installers for my gog games. if i need to integrate them into gog galaxy, all i have to do is update the game through it using the verify option in the galaxy client.

I don't know about through Galaxy, but through https://www.gog.com/account, click on game -> click the link(s) under "Download Offline Backup..."
