Now seriously, pricing is mostly dictated by the publishers... and Steam through its almost-monopoly on the PC gaming market has a lot more power to sway negotiations in their favour. So complaints should go to the publisher first like "I wanted your game DRM-free, but not for that price - no buy". Buying it on Steam because it's cheaper will just give it more power, sadly.
While devs/publishers do set the base price (usually in USD or EUR), they use Steam's and GOG's currency conversion and regional pricing system to set prices in other regions. Different prices comes from different regions used, different percentages used in regions and bit different currency conversion rates. Steam pricing policy usually favors north american region quite heavily,
