I preordered and was very excited for this one... FINALLY I download and get "VCRUNTIME140_1.dll was not found" error. So far no response form tech support. Tried deleting then redownloading; the microsoft windows link recommended in tech support doesn't work..... This is the last time I ever 'pre-order' a game on GOG!

You are missing a c++ redistributable. You can download these off Microsoft’s site directly. Normally the installer from GOG will install these for you at the end of the game installation, I guess you either cancelled that part, or possibly gog omitted it by mistake.
Here, took me one second to find on search:

Make sure you only download from Microsoft, and get the full redistributable. Never download dll’s from third party sites, always go to the M$ site.

To configure or remmove the existing versions of this product use add remove on control panel"

LOL!

Yeah, I no longer buy Paradox games because of this kind of stuff in addition to their past releases of games that are feature limited, but yet cost the same as the full-featured ones on Steam. The way the first Panzer Corps was handled has proven to me that instead of buying any future base games & all the numerous DLCs I should just wait for how ever many years it takes for Matrix/Slitherine to release a collected gold edition here. If they never decide to do that, that's fine with me. I still have my original CD-ROMs of all the releases of SSI's General series, in addition to the availability for free of PGX, Panzer General Forever & Open General.

PS. I DID at first download it from https://www.dll-files.com - I hope that site is not a problem. I have (I think) deleted that version and downloaded and installed the one from Microsoft. It said successful by Panzer Corps 2 still doesn't launch. Seems no matter what I still get the same error message.

GOG support will get back to you, remember is it evening time in Europe, and I am sure they are plenty busy with covid and the sales ongoing.

It may be you have a broken instal. You can goto start and control panel. Select add remove programs. You will see a list of redists if you scroll down that list. An example of mine can be seen in the below image.

I don't actually have 2015 one installed, but you may do, you can right click and uninstall from there, then download the installer from the microsoft site and install that. You will end up with loads of these installed x86 and x64, lots of games require them and usually install them automatically. Are you using galaxy? That could be the issue. I always download the offline installers and install them from those.

Eeek, never download dll's from websites! Do a virus scan and malware scan to be sure.
Also, you need to have the specific version for your OS, so if your 32 bit x86, if your 64bit x64. Doesn't matter if you install both. If it still doesn't work, maybe try installing 2017 version.

This experience has been a real nigvhtmare, many hours and I am exhausted already. I actualled emaild cust service yesterday with a related question and got no response. I guess they are tied up since everyone is stuck at home because of Corona virus....

Yes, afraid you will just have to have patience. Most of my support tickets have been answered in a day or two, but I know others have had longer. Good luck with it.
