GOG obviously.
Steam's cheaper due to regional pricing but GOG got the DRM-free offline installer.

Hmmm, that's a tough question.

On one hand, if you buy it on Steam, then you could play it on Steam. Then again, buying it on GOG would mean you get the GOG version.

Damn, this is hard. Sorry I have no solution for you so the only thing I can suggest to you is to buy it at both places, just to be on the safe side. Then you can play both versions, even at the same time! Wouldn't that be cool?
That depends on if u think hving a DRM-free copy of the game or cheaper price (due 2 regional pricing) is more impt.

I dunno abt u but i wld much rather hv a copy on GOG than Steam, especially if the price diff is not much. Usually i'll get my games here if it's available even if it's more ex (not by too much of cos) cos i dun need 2 worry abt DRM issues but it's ur choice so i can only give u my opinion.

Oh, do note however sometimes GOG version may b a bit slower on updates (if any @ all).

WHAT THIS! A high rated post for little old me? If I catch the....well...look out.
I bought it on Steam a few years ago. And then Bethesda decided to transform it from the international version to the Russian one, just because Romania is in Eastern Europe. Rebought on GOG and stopped buying stuff on Steam.

I'm afraid it's not up to us to enable regional pricing in a specific region.
I bought it on GOG for twice the current price despite owning it on Steam simply because it seemed more stable. Also, the GOG-version can utilize 4GB RAM right out of the box, where the version on Steam is limited to 2GB unless you tinker with it.

TL;DR; The GOG-version is the better version.
