All beginnings require some sort of investment. A form of hardship or a 'price'to be paid, In Vesta's case the first inhabitants had to deal with an atmosphere equal with 2oth century Earth. Only after the government placed the atmosphere cleaner satellites, a real sense of community starts to grow.
