I am wondering what exactly a game overlay is... I see it in the DLC section of the Witcher 3 but I have no Idea what a Game Overlay is

A game overlay is a client interface that can appear on top while your game is running showing your friends list, achievement stats etc. If you have used Steam, then a game overlay UI is a known feature of their client that GOG galaxy has also incorporated for some games like The Witcher 3.

Also note the overlay is not finished and as of right now is only used to display achievements for the Witcher 3 as they are earned. Should roll out for other games when it is more feature complete.
