it's just kind of a legacy thing for people fans who played it on psp since it was part of the original plan (even though a psp release for the third chapter isn't feasible at this point)

Yeah, the PSP release is mostly a "thank you" to the people who bought the first game when it first came out in the west.
Unless playing it on a handheld is extremely important to you, it's suggested to buy the PC version, which is more polished.

This was supposed to come out six months ago, but there have been delays. Instabuy for me, as I greatly enjoyed the first game. I'm not very fond of JRPGs, but this one reduces the annoyances usually found in the genre.
