I wouldn't call myself a Double Dragon expert, but those graphics (save the overlays) look exactly like the arcade versions. This seems to be an odd emulation/port/translation amalgamation.

I think that's a good thing :) Why fix what isn't broken? :) If the original graphics were "updated", whether for better or worse, then that would take some of the soul of the games away, in my opinion :)

Oh, I'm not disagreeing at all. It's just odd, particularly how the score/lifebar/timer stand out against the accurate original graphics. In truth, I would have been happier if they had kept those the way they were in the original too.
