Actraiser tends to help cheer me up, since it is all about helping lead people.

Earthbound is a very cheerful game. But it is also a long SNES RPG. (With a bit of lurking darkness, too.)

Creatures is bright and cheerful, about raising a digital pet.
Any good adventure game will do.

Also, many games from OutRun series (none of them available on GOG though).
Everything Monkey Island.
Terraria, without fail.
For around six buckaroos? Jedi Knight: Jedi Academy is fun lightsaber action with just the right amount of cheese. Even the demo is pretty great by itself, if you can find it.

Not necessarily; I would avoid any that have trigger warnings.

(For example, The Cat Lady, which some users have said is good (having not played the game, I can't judge it myself), apparently deals with themes like depression and suicide to the point of needing a trigger warning, and would therefore *not* be the sort of game you want to play if you want to cheer up.)

One thing that might help: Instead of playing a new game, you might consider replaying one of your all-time favorite games.
In case of depression I would

advise
against
candy, actually. Rather go for a salad with some smoked salmon, walnuts, cherry tomatoes and a basic vinaigrette.

And then some Tyrian, maybe. Free, mindless in a good way, just shoot things up for a few hours with some humorous writing and that retro nostalgia along the way.

Or, if you can stretch that budget a little, Dropsy. Seriously, it's colourful and charming and hugs.
