The games I have on steam have additional content, such as I have the Raven Shield 2.0 mod installed in Rainbow Six 3 and DLC stuff for Dragon Age: Origins, but if I uninstall the games from steam do the mods and dlc stay or are they deleted?

DLC bought and installed through Steam are on your account, and will be installed automatically by Steam if you install the game again later. Mods that you applied manually... not so much. You'll have to add those in again yourself next time.

To see what DLC you have on your account go to your Steam library and right-click on the game, then select "View downloadable content". Everything on that list is the DLC that Steam will handle automatically for you.
I think they are removed from your hard drive, but are still attached to your account.

As far as I know, titles that have been removed from sale by Steam will still remain downloadable for your account even if you delete them from your computer.
