Luisfius: As far as I know, tuesday afternoons are the steam maintenance times. And they are rolling out a whole lot of beta client updates.

Also, server load due to borderlands 2 release maybe.
Don't forget about TL2, I think that gets preloaded as well.

I'd guess this depends on how the developer implements the achievements, rather than on Steam itself. In the celebrated case of Dungeons of Dredmor, I believe you can actually run the game without Steam entirely, gain an achievement, and have it recorded and synced with the online list next time you launch the game through Steam.
