So,I'm replaying this on PSx,I just becomed a Seed, but I lost all my cards so I can't play a match with other NPC.
Is there a way to buy or find cards?
I always sucked at this minigame,I hate it :l
I remember there's a GF skill that would turn monsters into cards.
I'm pretty sure the only way is to reload your game and be given the starting cards again. :(

EDIT: roninnogitsune is correct but it'll be faster to just reload your game. If you can that is.

Really? The card game is the only thing I actually liked about FF8. :)

You don't need those things to have a good chance of beating the game, and if Triple Triad is not your cup of tea, then ignore it (you'll need all the patience you can muster (and then some) in order to draw all the spells you need anyway).
I won Diablos card when defeated it,but then I lost alla my card except one again!
It's a nightmare,simply I can't win :(
Triple Triad is really easy if you don't let any unwanted rules spread (by challenging someone who wants to play then cancelling until they stop trying to add new rules).

If you aren't playing under Same or Plus rules it's basically possible to win every single round since the computer has crappy cards. Play cards with two high numbers (8/9/A, even a 6 or 7 would do, I forget which exactly since it's been a while since I played) facing outwards in the corners and the computer can't capture them unless it has a rare/uncommon card which it tends to waste or play stupidly. Then you'd only need to flip one card to win.
