No "exceptions". There isn't a rule to which they could apply. Some existing movies required costumes, travel, renting landmarks, CGI and whatnot, and all these things cost money. Other movies don't require it. There's no reason why one couldn't shoot a watchable family drama for $7000. Primer is just the best example because it proves that budget isn't determined by genre -- there's no reason why one can't shoot a highly watchable sci-fi movie for $7000 either.
