Ahh ... I never got to play Klingon Academy, a pity since I do so enjoy the Klingons. But yes he was good as Chancellor Gorkon and so was Christopher Plummer as the Shakespeare-quoting Klingon, General Chang.

The 1996 game also starred Brian Blessed, Mary Tamm, Christopher Walken, John Hurt, and a pre-fame Clive Owen, among many other actors. David Warner is a Royal hakespeare Theatre trained actor, who has been a memorable character actor in American and British TV/film for over thirty years.
That is one hell of a cast.
