Last time I checked it was called 'using a Proxy'. Or at least that's how my mates got through the China blocks.

Using a proxy means bouncing your connection from another PC/server that has an unrestricted/unfiltered connection to the internet.
By using the modified hosts file you're hardcoding the IP address with the associated domain, so if they poison the DNS servers (so that they won't associate the domain name with the servers IP address) you'll still get to the correct IP/website.
