You should have several floppies for the OS install. If you insert Disk 1 the computer should boot to the floppy and ask if you want to install Win 95. If you say yes it should offer you an option to format the HD which is my preference.
I believe it was also available on CD which could be a problem since you needed to have a DOS boot disk that installed the CD drivers. Once installed, you switched to the CD drive and ran the setup.exe. The problem was there were so many different CD drives and so many different settings that it was difficult to get the CD working sometimes. You might search for a floppy called "CD God" which would allow you to install CD drivers until you found one that would fire up the drive.
I don't remember how much disk space was required but it would EASILY fit on 1.1 GB. Win 98 didn't require much either, had both installed on a 528 MB drive with loads of disk space left over.

Edit: CD God was a bootable DOS disk with a DOS program interface that allowed you to pick from 30 or 40 drives, it would than load the drivers and return to the interface allowing you to test the CD Drive / Exit / Install another.
Edit 2: Found this which may be the original "CD God" files that you would need to copy to a bootable DOS disk. I KNOW NOTHING ABOUT THIS DOWNLOAD SO DOWNLOAD AND USE AT YOUR OWN RISK !! It does appear to be the program I used for getting CD drives working for OS install.
Possible CD God files ( File name is cdgod5_5.zip )
This disk should not be used on systems that did not originally have Win 95 /98 since the drivers could damage modern CD/DVD drives. There is also a readme for the files on the linked page that you should access before using the disk.

My understanding is you're running Win 3.11?? If not ignore me . . . =)
Edit: Sound driver install should have added appropriate entries for sound card already.

Of course, Descent is DOS-based so you can skip the Windows 3.1x part altogether... there were very few games that needed 3.1x ever.
