Just got a new computer with Windows 8.1 on it and want to do some image editing. Nothing crazy heavy, mainly re-sizing images for avatars and editing some family photos. Don't really want to spend any money on it. The ones that come with Windows 8.1 seem too basic. Any recommendations?

I use Paint.net http://www.getpaint.net/
I use Paint.NET for simple changes to scanned drawings. It's pretty lightweight. I'm not in love with it, and it would probably annoy me if I tried to do anything beyond resizing images and adjusting contrast. But for those things, it works well enough.

I needed something similar for MaGog (for editing and resizing icons) and found paint.net simple and useful (http://www.getpaint.net/).
Gimp is probably the best selection for free software. If you don't mind freeware/shareware, there's always Paint Shop Pro. I'm not talking about after Corel got their hands on it, i'm meaning the 3.x versions of it that used to run on Windows 3.1. I thought it was like v3.23 or v3.26; Here's v3.12.

Paint.net is good if you want an app installed and running on your machine. If you don't mind a cloud service pixlr is better.

Pixlr has a desktop app now, but I've never used it.
If you are open to using web programs, you can try picmonkey.com It has a fairly simple interface (compared to the GIMP) yet offers some very powerful and useful effects for photo editing. Of course, being a web program, you need to be on the internet to access it.
Another vote for Paint.net. I've used both Paint.net and GIMP, if you're just looking to do basic stuff like resizing, minor edits etc then Paint.net is what I would recommend. GIMP is basically a open source (or at least I remember it being open source?) alternative to Photoshop.
I use PhotoFiltre, which I find to be user-friendly and good for basic image editing.

You could also play around with the Artrage demo? That's a fun one :D
I also recommend GIMP. I use it for almost everything.

That's why I thought pixler might be a good choice. It still has layers and all the cool toys like Photoshop, but doesn't get into the really heady stuff like channels. It's a good mix between power and simplicity.
