I have about 20-25 fps. When I change the resolution to higher, always I have the same Fps.

Naming the game first is usually a good idea.

If this is about Witcher 2, try its specific forums here. Lots of good advice regarding performance can be found there.

That usually represents a CPU bottleneck for that particular game. Try changing anti-aliasing and texture settings, and see if the FPS changes.
Yeah the core 2 duo is definitely the bottleneck from looking at that. I used to have a 6600 and I got rid of that a while back... I think the 6400 is only about 2.1ghz (per core) If you're comfortable overclocking you might want to look into that for the short term as the Core 2 Duo's and Quads are great overclockers (my old 6600 sat comfortably overclocked at 3.4ghz from 2.6ghz stock.) ultimately though you're in need of an upgrade. You could probably sit a Core 2 Quad on your system but anything newer than that'd need a new motherboard (I'm happily running a quad at the moment overclocked to 3.2ghz and it's only just starting to show it's age performance wise)
