Check your country's PSN site to see the news. Have to do system update first (which I'm currently 30% through) but hopefully, within the next half hour I'll be able to use the network again to change pw etc and maybe connect to a few other servers again (EA for example). So I'd guess by their rollout strategy, the US are up, Europe is up/on it's way up, and it'll be spreading out towards the eastern side of life and the aussies over the coming hours.
