Nope, not Solar Wars. This is beginning to feel futile :(

I don't remember being able to drop bombs on planets. It was a turn based game, not RTS. It was also not WarPath or Reach For The Stars.

Perhaps I played it on Windows 95, but I was pretty positive it was Windows 3.1.

Sidenote since everyone is reminising, anyone remember the awesome 3d game, assault rigs? :)
Have you checked the MobyGames list?

I set the filters to "Win 3.x" and "Sci-fi/Futuristic"

Anybody mention Star General yet?

johnki: It doesn't. It's a Windows 3.1 game. I don't know what they did, but they built a Windows 3.1 emulator on DOSBox.
Well it runs fine in Wine.
I'll take a look through the MobyGames in a bit here.

Nope, it's not Star General.

I did look at ALL the games on this website
http://www.download-central.ws/Win16/Games/
It was none of these.

stubiedo: I'm looking for a REALLY old game, and I don't remember what it was called. I remember playing it when I was a kid. It played on Windows 3.1. You were in space and you worked to control different planets. These planets had different size defenses and shields (like the planet was a defense 4 and the shield 8). You would attack other people's planets with shps. There was also transports and other spaceships. I believe you has a radius of how far out you could detect ships, and could even have cloaked ships. I can't find it anywhere on the internet, or remember EXACTLY what it was called. Can anyone help me out?
Hmmm, Imperium Galactica by any chance?
YAYAYAYAYAYYYAYAYAYAYA!

My dad is awesome! He didn't remember me playing the game, but he remembered where the old games were. The name of the game is.....

Solar Vengeance

I had the demo back when I was a kid. Apparently now it is freeware!

I would check it out if you are into these old games! Thank you everyone for your help!
That looks really cool. Any chance it has LAN multiplayer?

EDIT: Oh, and congrats on finding it!
