Do I have to rename the exe or other tricky stuff to bring up console to enable cheats?

Steam versions say to do this:

you will need to enable it manually.
To do this go to the steam library and right click on Neverwinter Nights Enhanced Edition and then click on properties, this will bring out a new window. on the new window go to the general tab and click on “Set Launch Options” and type “-console”, then press ok. launch the game again and press “`/~” and the console will come out.

However I have gog not steam.
What kind of cheats are you looking for? To my knowledge the regular cheat console should be available in-game without any additional steps required. Is it possible that these instructions aren't for the cheat console but for the new options console that Beamdog introduced at some point?

If pressing ~ does not work for you, you can also use the chat line in-game to type in

##DebugMode 1 (and press Enter)

and then when Debug Mode is enabled, type your cheats the same way, e.g.

##dm_givegold 10000 (and press Enter)

and when you're finished close it by typing

##DebugMode 0 (and press Enter)

Obviously this works only if you've loaded a module already, not on the main menu screen where there is no chat line.

When I try this is says "Entered Target Mode"

It means you have to click on the character who is supposed to get the 10k gold. Sorry I forgot to mention this step, I guess I just wrote this down as theory without checking in game. But I did so now, and it works if you click on your character after typing in the dm_givegold command.
It's super easy on Neverwinter Nights Enhanced Edition.

Press Ctrl + Shift + F12 to enable the Debug Menu Console.

What you do next depends on what cheat you want to use.

If a script isn't firing to give you an item and you know what the item is, you can go into DM Mode, Login, then select Creator from the top of the menu, find the item, and force it to spawn on the ground. (This is something I've had to do a few times to complete some modules that were not developed for NWN:EE.)

If you're just trying to get around something like an item strip, you can use the chooser section to find an area to drop your stuff off at, then jump back to where you're supposed to be at.
