I have Neverwinter Nights 2: Complete patched to 2.1.

I cannot find the toolset anywhere. I have watched tutorial videos and most people seem to have a window that opens when you launch the game, there they can select to launch the toolset. Mine however, launches the game right away and the toolset is nowhere to be found there.

Where can I find it? Does it not come with the complete edition?

Your shortcut is pointing to nwn2.exe instead of NWN2Launcher.exe. Change the shortcut, or create a new one to point to the launcher. You can also create a shortcut directly to the toolset (NWN2ToolsetLauncher.exe).
