mystral: OTOH, it makes some other races that are underpowered (Genasi, who all have a +1 ECL for basically no reason) more playable.
It's not like classes or races were ever really balanced in the first place. So if you want to play a drow with no ECL, more power to you.

I played NWN2 for years, balanced? No, never has been
It was never meant to be balanced either, between abilities and spells that the engine cannot render or have been cut from the game to make module easier to make, and simplification given the method of delivery is digital and not what D&D was originally meant to, a lot of adaptation has been made to the game
Most of them, not in the interest of balance. ECL penalty has been copy/pasted despite the adaptation, and despite that some race abilities are not fully usable in the state the game has been released in, with no regard for balance whatsoever
If there is a phrase about NWN2 that can be considered absolutely stupid, is the one you just said:
"You can play the game as balanced and intended, or unbalance to your hearts content"
You can hardly say something more ridiculous bout this game, plus as it all is not enough, NWN2, just like the first, is

NEVER a main concern in development, it is why most multiplayer server/module use custom rules after all
If you wish to be a purist, don't comment on mods threads, your "contribution" is useless and completely unnecessary
Also for your ignorance, in NWN2 stat can never go beyond 50, it's hard coded both in the engine and in the exe
