I've tried looking around quite a bit and have not found a good solution to my issue...
Basically every few seconds in game everything will lock up except the sound for several seconds to several minutes. If I can manage to tab out or something the rest of my PC also grinds to a sudden halt. Task manager shows 0% cpu usage during this time. Other games work just fine, and this is still happening (perhaps even worse) even after reducing the graphics settings to laughably low levels.
I've attempted the "set process affinity" trick, but it just tells me I don't have permission. I've also set everything to run as administrator, as well as trying windows xp compatibility mode. Graphics drivers are of course up to date. There's no error log info or anything because it's not actually crashing... it's as though it's page faulting for absurd periods or something, but quitting all other applications has no impact either, and I seem to have plenty of resources available.
System specs from dxdiag follow (I should be blowing this game out of the water...):
