Darvin: This is true, though we have a lot of options on the table currently so I'm speaking in generalities. We're dealing with a character whose strength and dexterity modifiers are only one point apart.
Coelocanth: True, but if he's pumping DEX that gap is going to get larger and larger and if he spends feats (like Weapon Focus) on the double weapon, it's going to burn his character at higher levels. Anyways, I'm going to go out on a limb and suggest a 1-20 build:

1 - Rogue - ambidexterity
2 - Fighter - two weapon fighting
3 - Fighter - weapon proficiency (exotic), weapon focus (kukri)

6 - Fighter - weapon specialization (kukri), weapon finesse
7 - Fighter
8 - Rogue - increase dexterity
9 - Fighter - dodge, mobility
10 - Shadow Dancer
11 - Fighter
12 - Shadowdancer - improved two weapon fighting - increase dexterity
13 - Fighter - improved critical (kukri)

16 - Fighter - knockdown - increase dexterity
